Descrizione
The PNRR (the Italian National Recovery and Resilience Plan) includes, among its priority objectives, a greener transition towards a more sustainable economy as well as the protection of natural resources. The Plan also provides for the need to promote social inclusion through infrastructure investments in the most vulnerable areas of the country, such as the southern and most internal
areas of the peninsula. Consequently, it becomes necessary to select a wide availability of land that can allow the construction and development of green power plants through renewable energy sources, such as photovoltaic, eolic, and hydropower plants. The need is exacerbated today by the current energy crisis and by the EU policies on clean energy from renewable sources.
In this perspective, the Italian territories subject to “usi civici” (literally “civic uses”, a concept close to that of “Common Lands”), as defined by the Italian Laws L. 1766/1927 and 168/2017, constitute an essential resource. The expression “civic uses” refers to ancient but perpetual rights on traditional forms of collective belongings of land, often state-owned, pertaining to a community of people, such as the inhabitants of a municipality, or a fraction of it, or by the subjects of an association. In this context, these territories combine the advantage of being both a resource available for public actions and a direct expression of the community. Moreover, the lands subject to civic uses are crucial for the European and the PNRR agenda because located in areas that are often rural and remote, and emptied out areas due to depopulation of the poorest regions, a phenomenon derived from substantial economic and social transformations occurred in the past century.
Therefore, it is necessary to undertake a critical inventory of the territory subject to civic use, strictly based on multi-scale surveys and inspections, which starts from the method and tools of the history of the city, the territory, and the landscape, to then relate to a multiplicity of knowledge involved, such as the legal framework, as well as the fields of survey and representation, restoration and regeneration, environmental design, community inclusiveness policies, etc.
These are the competencies involved in the research project proposed by the University of Naples Federico II and the University of Campania Luigi Vanvitelli. The project aims to map, investigate, and evaluate the territories subject to civic use in the two regions of Campania and Molise, ultimately defining appropriate guidelines compatible with the most updated urban planning regulations on urban and landscape territory, with the structure of civic uses and the rights of the communities of reference. These lines must be considered operative: they will be designed as a guide to action for the territorial entities at multiple levels, as well as useful tools to be adopted by the Ministry of the Environment and the Ministry of Culture in the two regions.
